School the development plan is a document with a list of activities prepared by a school on the basis of its present status which is to be conducted in the future to achieve the targeted objectives in the targeted time frame with appropriate strategies and plans of action.

As per the Right of Children to Free and Compulsory Education Act 2009, it is the duty of the school management committee to prepare a school development plan. 

The committee has to prepare the SDP at least 3 months before the end of the financial year. The school development plan shall be a three-year plan comprising of three annual sub plans.

The school development plan is the school’s strategic plan for improvement. It sets out the actions, a school will take to improve learner outcomes. 

School development planning is a process undertaken by the school community to give direction to the work of the school in order to ensure that all pupils receive a quality education. 

It is a three-year education development plan that shows the vision and mission of the school. 

It contains the profile of the school and community, problems and needs, goals, objectives, implementation plan, monitoring and evaluation plan, communication and advocacy plan, documentation and reporting to stakeholders.

Importance of School Development Plan

The key purpose of school development planning is to contribute to the continuous improvement of the quality of learning and teaching through a process of regular and ongoing planning, evaluation, and review. The importance of SDP is :-

• It provides a mechanism for systematic self-evaluation that enables the school community to review its progress, identify priorities, and prepare plans for further improvement.

• It promotes school effectiveness as it enables the school community to develop a clear vision of what the school is about and where it is going, a shared sense of purpose & a common set of goals.

 the ultimate objective of the process is to improve student achievement levels by enhancing the way curriculum is delivered, by creating a positive environment for learning and by increasing the degree to which parents are involved in their children’s learning.

Schooldevelopment plan ensures universal enrollment, retention, quality, and completion of elementary education at an appropriate age.

• A school development plan ensures child-friendly, barrier-free, safe, and attractive school environment for pedagogical processes.

• The school the development plan will set out how the school will achieve its targets in relation to its priorities and how it will use the resources it has available including funding. It will help to focus the school’s limited resources in dealing with its most important needs.

• It helps the school to develop its staff in order to meet the school’s priorities and targets. It promotes the professional development of teachers. It helps to ensure that teachers are empowered to contribute decisively to the development of the school.

• It directs the attention and energy of the school community in a systematic way. It saves energy and time more wisely.

• It helps to develop shared aims among teachers and parents, help to gain their commitment to improve the school, and provide meaningful opportunities for their participation and involvement in doing so.

• As a school leader, it is easy to be overloaded by everyday events and administration. It is sometimes difficult to find the time to focus on bigger issues and solve complex problems. The school development plan will help to remain focused on long term goals and prioritize tasks that will help to achieve these goals.

Process of School Development Plan

At this stage data about school and community is collected, organized, and analyzed. The curriculum and organization of the school are reviewed. 

This review will allow opinions and facts to be gathered and views to be expressed on a wide range of issues relating to school life. Priorities, strengths, weaknesses, challenges, and opportunities are identified in the context of pupils' needs.

After analyzing the current status of the school, future goals and objectives are decided. 

It specifies what improvements in outcomes a school wishes to see that may be in student achievement, school attendance, resource development, or student attitudes and engagement. 

Goal statements and objectives should be clear, specific, student cantered, measurable, attainable, realistic, and time-bound.

The action plan pulls together the team’s findings into a commitment to act. 

The priorities identified are translated into specific objectives or targets and action plans are designed to achieve these objectives. 

The action plan says about how it is to be done, who has to do it, how to fulfill resource requirements and the time limit to do it.

Now the prepared school development plan needs to be approved by various stakeholders. 

After it is approved in SMC, it must be approved by the village education committee and various education authorities.

Implementation & monitoring:-

During the implementation process, the tasks specified in the action plan are carried out. 

It is important to establish structures and procedures whereby teachers involved can be supported in their work. 

Monitoring of the progress and its impact on student achievement should be done regularly. Review meetings can be organized to highlight difficulties and suggest solutions.


At the end of the planning cycle, it is important that the school community evaluates the success of the implementation in attaining the targets and addressing the school’s development needs. 

The evaluation process takes account of the experience of all those involved in the implementation. Each action plan is evaluated in the light of the evidence, conclusions are drawn about its success, and recommendations are made in relation to future action.


As per RCFCE, 2009 Act SMC is primarily responsible for preparation of school development plan.

• SMC has to contribute significantly in the review of the current status of the school and setting goals and objectives of the school development plan.

• SMC should conduct an institutional survey of the school and record all the information related to infrastructure and infrastructure requiring repairs, teaching learning equipment, children’s achievement, student’s enrollment, teacher availability, attendance status of the children, and teachers.

• The SMC should identify problems related to all aspects and prioritize needs to solve the problems.
• SMC should estimate class wise enrolments of each year and requirement of the number of the teachers including the headteacher, subject teachers, and part-time teachers with reference to norms specified in the act.

SMC should help the school in creating action plans and in preparing the draft SDP in written form.
• The SDP shall be signed by the chairperson/vice chairperson and member convener of the committee before submission to the standing committee.

Addressing Issues in Implementation of SDP

Though SDP is for the development of schools and consists of three annual sub plans to be fully filled in 3 years, but in reality, it is hard to implement. It is often observed that in most cases the targets are not achieved. 

This is because various problems or issues come in the way of implementation. 

Therefore it is necessary to identify the issues or problems associated with the implementation of SDP and we should successfully address them.
